Your editorial on child care reflects a remarkable ignorance of both the history of social policy-making in Canada and the everyday needs of today's families. While there is a place for targeted programs for the disadvantaged, child care isn't one of them.
Like so many other attempts at supporting human progress, programs for the poor are usually poor programs that are politically unsustainable. Which is why the Campaign Against Child Poverty, for example, has favoured a universal approach to child care.
