Diversity or disparity? Early childhood education and care in Canada

This report is the first from the Community Indicators Project. It examines early childhood education and care in four provinces - British Columbia, Saskatchewan, Ontario and Newfoundland. It examines service availability, affordability and quality, and touches on the effectiveness of the related public policy.

The study finds that whatever the indicator - availability of spaces, affordable fees for parents, helping low income families or meeting quality standards - Canadian child care services receive a failing grade.
