This paper traces the post-war development of child care services in Alberta in a historical context and details the power mechanisms employed by government to prevent the establishment of child care as a public service. It identifies five distinct phases in the history of child care in Alberta, ending with the current phase of 'Marginalization/Devolution" under a neo-conservative regime.
