Some progress has been made over the past few years, but it is clearly not enough. The recently released 2002 Report Card on Children tells us that the needs are significant. The City of Toronto has experienced growth in the number of children. More children are living in low-income families. There are not enough services for children and the services we have are not accessible to all families. Ongoing commitment as part of a multi-year process to address and prioritize the needs of children in the City of Toronto is critical. The Children and Youth Action Committee has developed the 2003 action plan in response to the findings of the recently released "Toronto report card on children 2002."
