Excerpts from the framing document:
The five year period to 2010 should be dedicated to serious public investments in the future of Canada. Anything less is a betrayal of intergenerational trust and responsibility. It will take all the federal revenue we have, and possibly more, to address the national challenges we face - major reductions in levels of child poverty, building high quality public systems of early learning and child care across Canada, extending the concept of public education to include undergraduate studies and training, constructing 25,000 new units of affordable housing each year, strengthening urban infrastructures and the fiscal capacities of cities, honouring commitments to First Nation peoples, and meeting our international obligations for development assistance.
