While in many respects Ethiopia is a success story of Education For All, numerous access and quality challenges still impact ECCE. This working paper highlights the different challenges in rural and urban areas of Ethiopia: in urban areas, for example, reliance on non-governmental providers implies the need for stronger governance, regulation and quality assurance. The paper concludes that while the Ethiopian government's 2010 ECCE Framework is an important advance in policy development, the government will need to consider short training courses to be able to recruit ECCE staff from outside the existing pool of teachers, and find ways to better align the National Grade 1 curriculum and ECCE curriculum.
